Mayors Monthly Newsletter

Residents,

An Ordinance (2009-15) concerning special events was voted on and passed during the Council meeting held on June the 7th. This ordinance concerns events requiring a permit to hold an event that would require closing of village property for special use. If requested to have special duty police officers present for crowd and traffic control and/or special events such as festivals, fund raisers on public property, block parties and “special events” you will need a permit prior to the event. The Planning and Zoning Board will issue the permits upon request. A fee is required for the permit. There was a motion by Mrs. Ramey and a second by Mr. Sowers to pass this ordinance on to the third reading.  Vote Mr. Pettibone no, Mr. Schroeder no and Mrs. Sowers yes.  Motion carries.

A Resolution (2010-07) involving the update to our flood plan ordinance was passed. The Federal Emergency management Agency updated their rules and regulations concerning floodways. To comply with these updates we had to amend our current ordinance. Motion to pass was made by Mr. Schroeder.  There was a second by Mr. Pettibone.  Vote all yeas.

The Village applied for a grant to obtain two new police officers. The federal government will pay the salary needed for the officers for three years and the village will be required to pay their salary for the fourth year.  Uniforms and weapons will not be included. Mrs. Ramey made a motion to apply for the grant for two new officers with a second by Mr. Pettibone.  Vote all yeas.

The Village employee’s health insurance coverage was addressed by Council. Our current insurance company wanted to increase our coverage cost close to $2,000.00 more per month. This increase would have exceeded the $10,000.00 per month mark cost for health insurance coverage.

I contacted Ohio Insurance Services and they were present at the last Council meeting to present their figures for coverage. Their proposal is similar to our current coverage and around $4,000.00 per month less in cost. We will save close to $40,000.00 per year in coverage cost to the Village. Mr. Pettibone made a motion to accept Ohio Insurance Services as our new broker with a second by Mr. Hopkins.  Vote all yes.  Mr. Sowers made a motion to accept Trustmark as our insurance carrier with a second by Mr. Pettibone.  Vote all yeas.

We had a reduction in our police coverage due to one of the officers being in a motorcycle accident. Other officers have covered this shift requiring them to work overtime.  They have not received the correct compensation for the overtime hours.  I requested them to receive the correct pay for their overtime hours.  Mrs. Ramey made a motion to pay the overtime with a second by Mr. Sowers.  Vote all yeas.

The Street committee meet and awarded the paving contract to KMC Paving for the work on N. Cook Road. The paving will start at Crites road and end at the cul-de-sac on N. Cook Road. Armour Paving will be repairing areas on Northup Ave. This work will be starting soon. Council voted and Mr. Hopkins made the motion to do the work with a second by Mrs. Ramey.  Vote all yeas. The committee also recommended purchasing a new mower for the street department. Council voted to purchase the mower and Mr. Hopkins made a motion to purchase with a second by Mr. Pettibone.  Vote all yeas.

The Village council had a discussion on their “Committee of the Whole” meetings. Council meets the last Saturday of the month to discuss and review other committee meetings which have occurred during the month. Mr. Schroeder mentioned the purpose of the meeting is to keep all members of Council up to date on everything thus reducing time required at regular Council meetings. Mr. Pettibone stated he will not come to an all committee meeting unless there is an agenda to follow. Mr. Pettibone says if someone has something to talk about he will be here.

I would suggest you attend this meeting. It makes it possible for you, the public, to obtain information as to what your members of Council are considering and actions they are taking. The meetings are scheduled to start at 10 a.m. and are held on the last Saturday of the month.

Thank you,

Mayor Rick Wilson

FINGERPRINTS

I heard this on the TV this week and it has really stuck with me. “Fingerprints don’t fade on the lives you touch“. I would love to believe that I left one fingerprint on a life before I go.

Stoutsville Community Fun Day                                                                                                                                                                                        The event will be held on Saturday, July 24th, 2010 behind the firehouse. BICENTENNIAL BASH

This article will probably be late on listing this, however, July 15th thru the 17th downtown Circleville will be celebrating the “Bicentennial Bash”. Several activities and events will be happening in during this time in Circleville. To all that is taking part or organizing this event, we hope you success and hope there is a great turnout.

Lot’s of entertainment going on daily.

RICK BROWN VFW MEMORIAL POST 7941

There will be new blood in the kitchen for the Wed. Senior Luncheon. Judy Ross Campbell told me she would be doing cooking then. She also named a cohort but I can’t remember who. Remember, I’m 69 now.

RETIREMENT PARTY

Speaking of Judy, her family (well, at least some of them) and friends held a surprise retirement party at the Lockbourne Center-not the right name. We went and sat with Bill and Nancy Hickman. Nancy is so sweet. Judy arrived early but all was in place. She appeared surprised. Sister, Janet McNeal and daughter, Megan did a lot of preparation for this. The cake looked like an old time red/white bag overflowing with popcorn. The family had given her a popcorn that looked like an old time street popcorn maker. Her granddaughter said boy, we can really fix popcorn now! Oh, Kelly McNeal took lots of photos. I was ready to run him down and take the camera. No fat 69 year woman with no make up wants her picture taken.

I have some things to catch up on and will do it next time. Since I quit taking the meds that were giving me so many side effects I can type a little better. Remember the Gregg family, Merrily Mae Williams and family and Sonia McManus in thoughts and prayers. Remember to be kind to one another and leave your fingerprint on someone’s life.
